There are a few Universities in Israel that offer different MBA programs for international students. Among them: The Bar Ilan University, The Tel Aviv University, IDC Herzliya, The Hebrew University of Jerusalem and more.
The different schools and institutes decide whether or not to accept a candidate base on their undergraduate GPA (that must be at least 3.2), their GMAT scores and different recommendation letters they present. In cases like yours where candidates already finished another master's degree with high average or completed their B.A. or B.Sc. with a very high average they will be exempt from the GMAT. Another important thing is that in case students did not complete their undergraduate studies in an English speaking country, they will have to take an English proficiency test, like TOEFL.
Each institute offer different scholarship for international students and I advise you to contact at least a few of them to see what kind of financial aid they can offer you in order to choose the best program for you.

In order to find out about the different scholarships the Hebrew University can offer you, you'll have to contact them directly. Regarding a scholarship from the Israeli government, i'm not sure there is one but if there is an option the Israeli embassy in your country can guide you through the steps.
