As far as i know there is no international program in Israel which offer table grape production studies.
There are a few institutions which offer agriculture related short and long term training programs that you can contact to find out what they have to offer you: The Arava Institute, The Golda Meir Training Center, The Center of International Agriculture Development Cooperation and more.
Each school and institute offer different programs, some shorter or longer than others, some offer financial aid and scholarships and some don't so Iv'e attached a link a at the end of my message that will send you to an article about the different schools, institutes and programs you can choose from and hopefully help you find the best one for you.
