As far as i know there are currently no bachelor degree programs in Israel in English, for international students.
If you are open to it there are many other fields you can turn to so I've attached a link at the end of my message to an article about the different courses and institutions you can choose from.

Regarding a scholarship - each institution which offer an international program also offer different scholarships but they change between each school so you'll have to contact them directly after you choose a degree program.
