Starting a BA in Israel
Hello Terry,

Your daughter can start her BA in Israel and have most or even all of her credits approved in Canada because we work closely with a lot of institutions in your country. Even though it's important you first talk to the school in Canada where your daughter wishes to study just to confirm.
There are a few institutions in Israel which offer different BA programs - The Ben Gurion University, The Tel Aviv University, The University of Haifa, The Hebrew University and The Bar Ilan University.
Regarding the cost - each institute have different fees and each university is in a different part of Israel so there is no basuc rate.
I can tell you that the rent and living expanses are usually the highest at Tel Aviv and go down as you move of of that area.

Before getting too involved with it and my daughter, I can tell you that our budget is approximately $15,000 Cad . Funds for the year. She would only do it if able to feel comfortable living in a common student dormotory with other under grads. If you tell me this is a possibility we will look at it more closely.

Cost of living for an international student

15,000 Dollars should be more than enough for your doughtier. Living in Tel Aviv (going out, buying cloths and more) is more expansive than other places so you should take that into consideration but in general the amount you described is plenty for any institute in Israel (including dormitory ).
