There are a few institutions in Israel which offer special degree programs to international students. Among those you can find The GIMI - Galilee International Management Institute that offer a degree program in agribusiness that includes different courses like Management in a Changing World, Post Harvest Management and Technology, Aspects of Globalisation in Agriculture and more.
I advise you to contact them directly to see what exactly you need to do to start admission and to get all the information you need about the scholarships they offer international students from countries that are considered poor or in crisis.

Regarding the irrigation studies - They are a part of the Msc programs in agriculture sciences.
