usually the person who funds a research (and pay the salary for each researcher) is the supervisor of the team but if you're saying he doesn't have enough money all i can offer you is to contact others who specialize in your field and maybe offer them a some kind of cooperation if they help fund your position.
You can also contact the Hebrew University and see if they have any other solutions for your situation.
I'm sorry i don't have any other funding options for you but it's very rare to accept someone to a Phd in Israel and than tell him that there is no money for his position.
