As far as i know, all the institutions in Israel that offer environmental sciences studies offer it as a degree program and not a short term course.
There are a few schools that might be able to offer you a few options that will fit your needs, among them: GIMI - Galilee International Management Institute, The Arava Institute and The TAITC - The Arava International Trainee Center.

Regarding a scholarship, you'll have to contact each of them directly because they offer different scholarships.
