There are a few institutes in Israel that offer a bachelor degree in psychology (in English) for international students: The Hebrew University, The IDC in Hertzelia, The University of Haifa and more.
The admission is considered high because psychology is one of the most popular areas of study in Israel. First, candidates that did not study in English in school and are not native must pass an English test, like TOEFL. Second, most schools and universities ask candidates to pass the Israeli psychometric exam (you can do it in English) or its international equivalents like as the SAT, with the score of 700 or above for the psychometric test or 1470 at the SATs.
