I didn't understand what is it that you're looking for - a seminar or a scholarship because there are no scholarship seminars in Israeli institutes.
If you're looking for a short/long course in agriculture there are a few institutes and schools in Israel that offer different training programs, short and long term courses for international students and visitors.
Among them you can find a few that offer agriculture courses: The Arava Institute, The Golda Meir Training Center, The Center of International Agriculture Development Cooperation and more.
