There are a few institutes in Israel that offer PhD programs for international students. Among them: The Hebrew University, The Ben Gurion University, The Technion, The University of Haifa, The Tel Aviv university and more.

As far as i know, currently, there is no program that can fit your needs perfectly but i advise you to contact the different schools anyway because maybe there is one planned for the future.

Applicants will have to finish a Masters thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").

Each of the institutes iv'e mentioned also offer different scholarships and funding options for those they accept so i advise you to contact them directly so they can give you all the information you need about the different programs and scholarships.
