You have reached an international study forum that does not work with any specific institute or school.
There are a few institutes in Israel that offer PhD programs for international students but in order to help you in the best way i need to know in which school you're interested.

In any case you need to contact the institute directly to see if they still have open places for this year and if you have all the academic and professional background necessary for the program.
