In Israel you can find a few universities that offer PhD programs for international students - The Hebrew University, The Ben Gurion University, The Technion, The University of Haifa, The Tel Aviv university and more.

Applicants will have to finish a Masters thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").

Each of the institutes iv'e mentioned also offer different scholarships and funding options for those they accept so i advise you to contact them directly so they can give you all the information you need about the different programs and scholarships.

In my opinion the moment you come to Israel you start to learn the language and the PhD programs for international students are in English so maybe you should first come to Israel settle down and than start looking for an Hebrew course.
