As far as i know there are no schools or universities in Israel that offer an online vegetables growing and vegetable fertigation studies.
There are a few institutes that offer short and long term training programs in Israel, among them: The Arava Institute, The Golda Meir Training Center, The Center of International Agriculture Development Cooperation and more.
I know for a fact that they don't offer online courses in that field but maybe they would have a course that might fit you and a scholarship to help you fund your studies.

Iv'e attached a link at the end of my message to an article about the different institutes you can choose from and i advise you to contact all of them to increase your chances of finding a course that will fit you.
