As far as i know there is no institute in Israel that offer PhD programs in cyber security or information assurance. The only two institutes that offer something in that field are The Ben Gurion University that offer a master program in cyber security and The Technion that offer The interdisciplinary program in quality assurance and reliability so maybe you could contact them directly to see if they have anything similar to offer you or maybe they do have a research position for you to try.
