There are a few institutes and universities in Israel that offer special PhD programs for international students. Among those institutes: The Hebrew University, The Ben Gurion University, The Technion, The University of Haifa, The Tel Aviv university and more.

Applicants will have to finish a Masters thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good"). Having a published article in a scientific journal will be an advantage.

Each of the institutes iv'e mentioned also offer different scholarships and funding options for those they accept so i advise you to contact them directly so they can give you all the information you need about the different programs and scholarships.
