Phd in education as a Palestinian student

There are a few institutes in Israel that offer PhD programs for international students (in English). Unfortunately there are no PhD programs in education in English so if you want to be accepted you must do it in Hebrew and as long as you have the level of Hebrew they are looking for and you meet all the other requirements you could apply for the program.
Apart from speaking, reading and writing in Hebrew you'll have to present an average grade of at least 88 in your masters degree and more than 88 in your thesis.
