There are a few schools in Israel that offer special programs for international students, among them you can find those who offer med school programs.
Unfortunately most of the schools offer program that can only fit US students because of their requirements but there is one you can turn to - The Hebrew University of Jerusalem.
I advise you to contact them directly to get more information about the program and about the admission.
