There are few institutes in Israel that offer special programs for international students. Among those you have a few that offer a master program in national security and terrorism: The Tel Aviv University and The University of Haifa.
Each institute offer different scholarships for international students so it's better to contact them directly about that issue.
The programs are in English and includes Modern Strategic Thought, Arab-Israeli Conflict, International Powers and the Middle East and more.
The programs are open to students and candidates who completed their undergraduate degree in history or social sciences with a GPA of 80 (3.0) or above.
All courses are in English so the candidates must present or pass pass an English proficiency test.
