There are a few institutes in Israel that offer special M.Sc programs in agriculture sciences for international students, among them: The Weizmann Institute of Science, The Hebrew University and The Ben Gurion University of the Negev.
Each institute offer different scholarships and financial aid for their international students based on where they came from and their financial situation so i advise you to contact them directly to get more information about the help they can offer you.
