There are a few institutes in Israel that offer special programs for international students, among them programs for enviromental studies.

The institutes that offer a masres degree in enviromental studies are: The Hebrew University of Jerusalem, Tel Aviv University, University of Haifa, Ben Gurion University (Be'er-Sheva), Weizmann Institute (Rehovot) and Arava Institute for Environmental Studies (Kibbutz Ketura).
I advise you to contact them directly so you together you can find the best program for you.

Regarding the fee, it is usually the same in all of the universities but every institutes has its own scholerships and grants that they can and are offering to intenational students.
