In Israel there are a few institutes that offer environmental programs for international students, among them: Arava Institute for Environmental Studies (Kibbutz Ketura), Weizmann Institute (Rehovot), Ben Gurion University (Be'er-Sheva), University of Haifa, Tel Aviv University and the Hebrew university in Jerusalem.
I advise you to contact them directly so they can offer you some more information about the program and the requirements for each and everyone of them.
