I would advise you to contact the Open University in Israel directly and inquire about credit transfer. They will be able to evaluate your academic credit and assert whether it is transferrable. You can also try to contact the Bureau of Evaluation of Foreign Academic Degrees, which belongs to the Israeli Ministry of Education, and is the body authorized to evaluate degrees granted overseas and to compare them with their equivalent programs in Israel.
