There are a few schools and institutions in Israel which offer different Hebrew courses to international students with special benefits for those who plan on doing Alya in the future, among those institutions: Ulpan Kibbutzim that takes place in no less than 8 different kibbutzim in Israel, The Hebrew University, Levinsky College and more. Some of the programs offer housing and some help you find a housing solution so don't worry about that. Some of the programs are in Tel Aviv, some in other place but never too far as we have a relatively small country.
Each one of those institutions offers a different program and some also offer scholarships so I've attached a link at the end of my message to an article about the different programs you can choose from and I advise you contact those that are relevant to you directly to get all the information you need about the admission, fees and more.
The Hebrew University of Jerusalem offers a Biblical Hebrew program for graduate students in 2 different levels: Intermediate and Advanced. Each level takes one year so if you need to start from the first one and graduate both it will take you 2 full years. In order to get in to the program candidates must present a bachelor's degree with a 3.2 grade-point average or the equivalent.
