To my knowledge, there are 2 options for emergency and disaster programs in Israel.

Galilee institute - "Crisis Management and emergency response" program. (10 days)

Tel Aviv University - Master of Disaster Management program. (10 months)

Each program has different terms for application, fees, scholarships, and more. I highly recommend you to directly contact those institutes for more details.
