To my knowledge, The only program for PhD Irrigation engineering is at the Technion - Israel Institute for technology which accepts international students.

The PhD program is 4 years and usually, each candidate must finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").

For further information and in order to apply, I recommend you to directly contact them. you can also try and check with Tel Aviv University and Ben Gurion University.
