Hi Regessa,

There are a few institutions in Israel that offer international Ph.D. programs, to my knowledge - Tel Aviv University and The Hebrew University offer Ph.D. programs in the fields of Plants Science. In order to find out if they have an opening for an international student, you'll have to contact them directly.

Each of those institutions has different admission but in general, candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
