I am working as a senior horticulture development officer at metropolitan city, I am very interested on urban agriculture, waste management, irrigation management. can I get any opportunity there about these matter from there which will be fruitful for me, farmers and country, Nepal.

Agriculture training programs in Israel
Hello Manahar,

There are a few institutions in Israel which offer different short term courses and training programs, among them: The Arava Institute, The Golda Meir Training Center, The Center of International Agriculture Development Cooperation and more.
Each school and institute have a different program, some of the programs could be shorter or longer than others and some offer scholarships to international students so I've attached a link a at the end of my message that will send you to an article about the different schools, institutes and programs you can choose from and hopefully help you find the best one for you.
