There are a few institutions which offer PhD tracks in your field: The Hebrew University of Jerusalem, The Weizmann institute in Rehovot, The Ben Gurion University in Beer Sheva and more. Each of those institutions have different admission but in general candidates will have to finish a Master's thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
In order to find out which one offers the program you're looking for you'll have to contact the different institutions directly because each year the programs change.
I've attached a link at the end of my message to an article about the PhD programs in Israel, admission, institutes and more.
