As far as i know there is only one university in Israel which offer a master's degree program in cyber security in English - The Ben Gurion University in Beer Sheva (the south of Israel).

In order to apply, candidates must finish an undergraduate degree in Computer Science, Information Systems, Software Engineering or any other relevant field with a GPA of 80 (3.0) or more. candidates who finished their degree in other fields of engineering may be accepted based on their GPA that should be higher than 85 and they will be required to complete several courses before starting the program.
students that did not complete their undergraduate degree in an English speaking country or didn't complete the necessary English courses in their undergraduate studies will be required to pass an English level test.
In order for you to get more information about the fees you'll have to contact The Ben Gurion university directly.
