counseling - psychology or social work graduate level?

There are a few institutes in Israel that offer a master's in social work for international students, among them: Tel Aviv University, Ariel University, The Hebrew University of Jerusalem and the Bar Ilan University.
The whole program is in English so it's perfect for international students.

Regarding a psychology degree you can contact the same institutions which offer the master program in social work and they might be able to help you but as far as i know most programs related to psychology are for candidates with a degree in the same field.

If you wish to find a scholarship you need to apply directly to the institutions in each you choose to study because each institution has it's own options.
