There are a few institutions which offer different courses in the field of agriculture, among them: The Arava Institute, The Golda Meir Training Center, The Center of International Agriculture Development Cooperation and more.
I'm not sure they all offer the specific course you're looking for so you'll have to contact them directly to confirm which one fit your needs.

Regarding a scholarship - most programs are private so there are no scholarships but you can ask them about the options when you contact them.
