I'm a PhD holder in Plant breeding and genetics, I love to have practical experiences in Biotechnology as an additional Knowledge to our conventional ways of crop improvement in the developing Country in order to boost our Agricultural production, and thereby reduce poverty and hunger in Africa. I also know that Isreal is very good in these areas. I will really appreciate it, if these opportunity is granted to me.

As far as i know the courses you're looking for do not exist in Israel (at least not in English) but there are a few institutions which offer different courses related to the ones you've mentioned so I've attached a link at the end of my message to an article about those different programs and institutions and i advise you to contact them directly to find out if they have any other courses that can fit your needs.
