Each institutions in Israel which offer study programs to international students also offer different scholarships so before you apply for a scholarship you must first choose a master program in which you're interested and only than you can apply for a scholarship.
Israeli institution encourage international students from countries that are considered poor or in crisis to come and study in Israel and that is why they have special scholarships for them which means you'll have a good chance of getting a scholarship.
