I'm not sure the different Israeli institutions will have a program to offer you in the field of sociology but you should defiantly contact them to find out.

There are a few institutes in Israel that offer post doc internships and fellowships, among them: The Technion, The University of Haifa, The Hebrew Universuty, The Tel Aviv University, The Ben Gurion University and more.
Most institutes offer a two year program (usually in English) for candidates for candidates that already completed their PhD.
