Unfortunately, without a thesis there is no university that will accept you to a Phd program.
If you wish to continue to a Phd track you'll have to first complete your thesis in one of the universities in Israel or in your country.
Once you'll complete your thesis you can apply to the university you choose and ask for a scholarship - each of the universities in Israel which offer a Phd track or any other degree program also offer different scholarship to international students.

If it's not considered a thesis unfortunately they won't accept it. There are many degree programs that you finish with a paper but in order to continue to a doctoral program you must finish a thesis.

Master degree programs in Israel
Hello Suman,

You can most definitely apply for a master degree in Israel and they might even accept some of the courses you've finished in Nepal so it will help you with the work load.
Regarding the scholarship - each institute in Israel which offer a degree program to international students also offer different scholarship targeting students from countries that are considered poor or in crisis but you'll have to contact them directly to find out exactly what they are offering and how to apply.
