Hello Felix,

There are a few institutions in Israel which offer different master degree programs (in English) to international students in Israel, among them: The Tel Aviv University, The Ben Gurion University, The Hebrew University and The University of Haifa.
As far as i know there are currently no educational psychology MA programs but i advise you to contact the different institutions to find out if they are planing on opening one in the next few years.

Hello Felix,

In order to apply for a scholarship you have to contact the specific institute in which you wish to study.
Each institution in Israel which offer international study programs also offer different scholarships, specially to students who comes from countries that are considered poor or in crisis but again - first you need to choose where is it you wish to study and only than you can apply for a scholarship.
