There are a few universities in Israel which offer PhD programs to international students, among them: The Tel Aviv University, The Ben Gurion University, The Hebrew University, The Technion, The University of Haifa and more.
As far as i know there are currently no open Phd programs in information and communication technology but it does not mean they won't open one in the next academic year so I've attached a link at the end of my message with more information about the institutions I've mentioned, admission and programs available to international students and i advise you to contact those who offer related courses to find out if they are planing the program you're looking for.
