As far as i know there are no English courses like the ones you're looking for in Israel but i do know there are a few that are available online so maybe those can fit you if you are currently in Israel or planing to get here.

I actually don't have that much information about those courses because they are not offered by any Israeli institution.
I advise you to just search with Google and you'll find more than a few options to choose from.
