Hello Shakkaw,

There are a few institutes in Israel that offer different programs for international students. Among them The Technion that offers a civil engineering degree but as far as i know it's only a B.A and not a master.

I've attached a link at the of my message to an article about the different master programs for international students in Israel and i advise you to contact the Technion, The University of Haifa, The Ben Gurion University and the other universities to see if they could offer you what you're looking for.
