There are a few institutes in Israel that offer doctoral degree programs in English for international students, among them: The Hebrew University, The Ben Gurion University, The Technion, The University of Haifa, The Tel Aviv university and more.

Applicants will have to finish a Masters thesis track in a known academic institution in the world, their grade average must be at least 80 (B), and the thesis grade must be 85 or higher (the equivalent of "Very Good").
I advise you to contact the different institutes to see if they have a program to offer you with your type of MA.
