There are a few institutes in Israel that offer medical programs for international students, among them: The Tel Aviv University, The Hebrew University, The University of Haifa' the Ben Gurion University and more.

In order to study medicine (and become a doctor) in Israel you must first complete your pre med studies.
If you can present a GPA of at least 3.4. and MCAT scores (or their equivalent in case students are not from the US) with scores of above 27. you have a chance of getting in to The Hebrew University of Jerusalem that have accepted in the past international students that are nor from Canada or the US.

I've attached a link at the end of my message to an article about the different schools that offer medical programs for international students in Israel but in you case it's better to call them to make sure you can apply before you go ahead and register.

Most institute in Israel require the students to finish their pre med studies in the US or Canada so the MCAT is necessary.
If you did not finish your pre med studies in those countries you can try to apply to The Hebrew University that in the past let other international students in the program.

The tuition can be between 12,000-25,000 Dollars a year but it's different for each institutes and they all offer very generous scholarships for students in need.

In order to get more information you will have to contact each university directly.

The Hebrew university is the only one who accept international students not from the USA or Canada so if they told you they can't let you in it's most likely the other schools will not accept you as well.
Still i advise you to contact The Tel Aviv University, The Technion, The Ben Gurion university and The University of Haifa to see if maybe they can help you.
