Most Hebrew courses in Israel are between 7-30 days so it will be a bit hard for you to find a school that will give you a student visa for a full year.

Arabic courses are different - there are some institutes that offer long term courses that last between one semester and a full year. Among those institutes you can find the Hebrew University with a year long course, The Tel Aviv University, The Ben Gurion University and The University of Haifa that offer 4 weeks courses and more.
