Hello Brian,

As far as i know only The Technion in Haifa can fit you.
The school offers a 4 year program in which the first year is taught in English and than the students must choose if they want to finish the rest of the program in Hebrew in Israel or go back home to their countries and study in their language.

Regarding admission - All institutes demand standardized test (SAT/ ACT/ AST/ Gau Kao), with SAT scores of at least 1400 (or the equivalent in any of the other tests).
If the students are not native English speakers they must take an English proficiency test like TOEFL and present a score of 580 or above.

I've attached a link at the end of my message with an article about the different degrees and programs you can choose from but i personally think you will find the Technion the best place for you.
