In Israel there are a few universities that offer a PhD program in psychology: The Hebrew University, The Bar Ilan University, The Ben Gurion University and The Haifa University.
Each of those institutes have different programs and different admission for international students so i advise you to contact them directly to get all the information you need before choosing the best institute for you.
