There are a few schools and universities in Israel that offer master programs in agriculture for international students among them: The Ben Gurion University of the Negev, The Weizmann Institute of Science and The Hebrew University of Jerusalem.
Each of those institutes offers different scholarships and financial aid programs so you'll have to contact them directly to get all the information you need about the process - how to apply, when and what documents you'll have to present.
