There are a few schools and universities in Israel that offer master programs in agriculture for international students among them: The Ben Gurion University of the Negev, The Weizmann Institute of Science and The Hebrew University of Jerusalem.
Each of those schools offers different scholarships so you'll have to contact them directly to get all the information you need.
