There are different institute and universities in Israel that offer PhD programs for international students and each of them has its own financial aid program and different scholarship for those in need.

You have reached an international study forum that does not work with any specific institute so it's a bit hard for me to give a full answer when i don't know in which institute you would like to study.

Both institutes you've mentioned are offering scholarships for international students. Unfortunately i don't work directly with then or any other specific institute so i can't help you with any specific scholarship. What i can do is offer you to contact both places directly to get all the information you need about the different financial aid programs they have so you can choose the best one for you.
