There are several institutes and Universities that offer different PhD programs for international students in English in Israel, among those institutes you can find: The University of Haifa, The Tel Aviv University, The Ben Gurion University, The Hebrew University and more.
Candidates for the PhD programs must finish a Master's thesis track with a grade average of at least 80 and with a thesis grade of 85 or higher.
Each institutes offer different scholarships and fees for international students so you'll have to contact them directly to find out exactly what they can offer you.
I advise you to contact all the universities I've mentioned so you could find the best program for you with the best funding or financial help.
