There are a few institutes and Universities that offer different PhD programs for international students in English in Israel, among those institutes you can find: The University of Haifa, The Tel Aviv University, The Ben Gurion University, The Hebrew University and more.
Candidates for the PhD programs must finish a Master's thesis track with a grade average of at least 80 and with a thesis grade of 85 or higher.
You have not mentioned what kind of track you're looking for so my best advise for you will be to contact the institutes you're interested in to find out if they can offer you the PhD track you want and give you all the information you need about the fees.
