There are a few institutes in Israel that offer special master programs for international students, among those institutes there are a few that offer an M.Sc program in agriculture sciences: The Weizmann Institute of Science, The Hebrew University and The Ben Gurion University of the Negev.
Each institute have different admission and different scholarships so i advise you to contact them directly so they could tell you what kind of documents and tests you'll have to present to get accepted.
